Anybody who is crazy busy and is impulsive and restless and has culturally-induced ADD can absolutely jeopardize your safety. Traffic accident. Perfect example. Physical accidents caused by people like that. Not to mention just poor job performance and if you're working with that person your performance deteriorates as well, so yes, watch out for that.
