You should always turn on your car's headlights when the sun starts to go down. Don't wait for it to get totally dark outside before you turn your headlights on because as the sun starts to set it's a little harder for your eyes to adjust to the changing light and it will be easier for you to see cars and for other cars to see you if your headlights are on. And under cloudy conditions -- driving on a cloudy day, or rainy day -- always turn your headlights on so you can be seen a little easier. In fact, in some states your headlights are required to be on on cloudy days, and headlights are required to be on at all times when your windshield wipers are in continuous use. That can vary from state to state, but for safety's sake make sure your headlights are on on cloudy days so other people will see you, you can see them, and you'll be able to see pedestrians that you might not otherwise see because of the conditions.
