There are many states that are now considering legalizing gambling. In fact, the only two states that don't have gambling, Hawaii and Utah, seem to be the only two not considering it. The other dozen states that are wishy-washy about gambling are probably going to increase the level of legalized gambling in the near future, in order to take advantage of the financial gains.
