Waxing or gelling does not eliminate ingrown hair problems. It could even encourage it more, and the reason being is the type of skin that the hair is trying to grow through. Some skins are thicker than others, so the hair finds it difficult to poke through that type of skin, and so, what it does, is it finds a new way underneath the skin and creates that ingrown hair and infection.
