The first step in pursuing international adoption is to determine which country you may be interested in and then what rules and regulations they have for the adoptive parents. Those change all the time, so it is important to research those and consult as to what those are with an international adoption agency. You should find out which countries have children available for adoption. You should find out what agencies specialize in that particular country, so you know you're getting the best assistance possible. You should look at what regulations your state has on international adoptions. You should also find out, when pursuing an international adoption, exactly how the various fees and expenses are going to be paid. Will they be paid in the country in which you're adopting? Will they be paid to an agency in the United States? They can range from $7,000-$30,000. There are a variety of ways those fees are paid and you should find out what they are before you begin the international adoption process.
