How do I tell a guy I want a long-term relationship, without scaring him off?

You tell him you're not looking for casual sex, you tell him that you want a relationship. Scaring him off is no way to manipulate a wrong guy into a relationship. That's games and it doesn't work out. Being honest with someone right from the get-go, you can tell a guy over and over again you do not want casual sex and if the guy is a honorable guy he's not going to try and beg you.
