The best time to steal a base during a baseball game is really when you feel like you have a pitcher that you can steal on, that's the most important thing obviously. The secondary reason is of course if you are desperate for a run. You're one run behind, or you're one run ahead, and you're trying to expand the lead a little bit. But it always will come back to your percentages, and the best time to steal a base is when you feel like you have the best percentage to steal a base, either based on the pitchers ability to pick you off or keep you close or really the catcher. The catcher may have a strong arm or he may not have a strong arm, and so those really play into when you should steal a base.
