Factors to consider when stealing a base is the score, because if you don't really need the run or you're up by a lot of runs, it's not that big of a consideration. Number two, of course, is the pitcher himself. If you feel like the pitcher is going to give you an opportunity to steal the base without a threat, that's a great reason why. Number three would be the catcher. If the catcher has a poor arm, it doesn't really matter how good the pitcher is at holding you on at first base, you'll feel pretty confident you can get to second base.
