The SIGNIT operations refer to methods of intercepting communications beyond what NSA does. For example, finding out what embassies are transmitting, learning when the watchman is going to be going by in a particular embassy; by intercepting his walkie-talkie communications so that the CIA can break into that embassy and introduce bugs and steal their codes, so that they can decipher what their messages say.
