An off road package is generally a set accessories that have been installed on the vehicle after it left the factory. These can be things like light bars, winches, upgraded tires, larger off-road tires and wheels, upgraded suspensions, maybe lifting the vehicle up a little higher on the frame so it can go over rocks and bushes (off road) a little easier.
