When you see the posted speed limit, that's about the speed you should be driving at, but it's not always the safe speed to be driving at. Most states have a basic speed law, which means you should not drive faster than is reasonable or prudent. So you see a sign that says 35 mile per hour speed limit, and you're driving in heavy rain, thick fog or a hailstorm, would that be the safe speed? Probably not under those conditions. So you could be ticketed at the speed limit or even less if the conditions are not safe enough for the speed you're driving.
