Use a kabuki brush. If you don't have one, you can use a dense powder brush and hold it by the tip to make it denser.
Swirl in the direction of your hair growth as you apply the powder.
If your skin is very dry, you don't have to apply setting powder. If your skin is oily you should definitely apply translucent setting powder.
