I'm going to show you how to make a tutu using knitting and a nice bit of elastic for the waist. You'll need measuring tape, poppers and scissors. Take your elastic and you want to tuck the raw edges in and fold it.
Take your poppers and sew that to either side. What you want to do is create pleats and layering and attach it to the back. If it helps you, use a pin.
As you go along, just add the layers again. Make sure you've got all the layers and keep pushing the fabric. That's how you make a tutu. .
