You absolutely can do this with used cooking oil that you get for free. Usually, a method of titrating a bit of the oil (to determine acidity) is required to calculate the amount of lye needed to make the chemical reaction take place, althoughthe amount of ethanol remains constant. However, you can pretty much skip the titration process by using a full teaspoon of lye, which will prety much garantee the reaction, but you'll need to wash the end product to neutralize any leftover lye (which is normal anyway with used cooking oil, whether titrated or not =).
