It may be that the person who has died requested that. It may be that you live many miles away and you'd like to have a service in your hometown but the burial/cremation is in the person's, who has died, town. You should be able to do this mostly over the telephone.
On the day of the service, you can have a funeral exactly the same except there'd be nobody attending. You can have a minister to take the service, to say the words of committal, just as you would if there were mourners there. You can probably request the funeral director just to stand in and witness the funeral.
The funeral will take place exactly the same as if you were attending. If the funeral has been arranged with nobody attending because the deceased knew no one, then the council, the local council, has a duty to carry out a simple funeral. They will usually use a contract funeral director but there will still be a minister if the person arranging from the council feels appropriate.
