What do i do with the bulbs after they have flowered ? Should i leave them int he ground or dig them up and store them or throw them away and buy new ones this autumn ?

What can I do with my tulips after they are dond blooming. I do not like all of the leafs that are in my flower bed. When can I take the bulbs out and when can I remove the leafs? Is it possible to dig them up and plant in a holding bed until all of the stems and leafs are dead then dig up and re plant in the fal?
