There are pieces in a whistler's repertoire which demand very very high notes. How to whistle high, you need to position the tongue inside the mouth higher up in the mouth, up towards the roof of the mouth. This creates a smaller area inside the mouth for the wind to circulate, and the vibrations become higher and consequently, the notes are higher, for example.

Another tip on how to whistle high notes is just to draw in the corners of the mouth slightly and just make the aperture in the lips smaller. And then, that really seems to work for me. Breathing in the higher register is not as big as breathing in the lower register.

So, you can get shorter and quicker breaths in higher-note whistling, and that seems to work well. For example, breathing in higher-note whistling, and that's how to whistle high notes.
