Depending on the structure of the place, it can get very noisy, but kids are kids. Our neighbors heard our kids but knew at 9pm it would be over as that is their bed time. I felt it was our responsibility to try to keep the noise level to a minimum. We would tell them only to rough house outside and to walk gently through the apartment. Whatever you do, don't confront the parents in an attacking manner, that will only make things worse.
