During the day, use lip balm as you need to, and before you go to bed (this is a tip I just found and it's good!:)), use moisturizing cream on your lips. Massage them onto your lips, and apply generously, you know when to stop. Another great tip I found was to clear off the dry skin on your lips in the morning with your toothbrush. Just brush them over your lips. I also heard of applying foundation to your lips, but I've never tried it. Either way, I think it would be better if you go out there and experiment for yourself. Don't be shy ^^.
