Yes. He should be between 18-26 lbs. Have you taken him to the doctor? If he was premature they will be behind in growth and weight a bit. But if he's getting regular check ups your doctor will let you know if there is a problem in his individual growth and height. He is awfully small for his age though. My advice, take him to the doctor.
