Generally, we see a cordial as a syrup, whether fruit, herb or plant based, which is then diluted, usually with water to make drink. Also cordial, as per above can be mixed with alcohol as in vodka & black (blackcurrant cordial). Flavoured vodka in these terms is not a cordial, but the definition of the word is simply ' a refreshing drink'.
