If you've been notified that an application about which you made representation has gone to appeal, it will depend upon which route they've chosen to lodge their appeal. If they've gone the written rep's route, then you'll have an opportunity of seeing what their case is and the local authority's case, and commenting on it and sending that to the planning inspector. If they've elected to have a local hearing and the authority has also agreed that a hearing's the best way forward, then you'd have a chance to go on the day of the hearing, provided you've told the inspector that's what you want to do. The inspector who's appointed will invite you to sit round the table, and listen to your views and listen to any comments you've got on the views of the two parties, the authority or the applicant. If it's a public inquiry then it's a bit more formal, but the same rules apply as with the hearing. The inspector who's appointed will give third parties an opportunity of commenting on the case that's before them.
