You know other cultures do phiscal discipline their children, corporal punishment. We don't approve of that. Do you call the cops, do you call the child protection agency. Nowadays in school, teachers are being punish if they don't report what they consider signs of child abuse. You have to be careful you don't want to get the parents in trouble if it s a culture thing. On the other hand you don't want to see children mistreated. It is a very very tricky thing to deal with. I would make calls and investigate it and being careful before calling the authorities.You must always protect children first.
