Becoming a drama producer is just a matter of going up the ladder of writing. You start with an audition script, a breaking script, a baby writer position, then get promoted to story editor, and then you get promoted to producer. There is not any outside way of getting that job. You don't start as producer, unless you're not on the writing track. There is a parallel track of a production producer, which is physical facilities, and that's a different meaning for the word producer.
