The best way is to speak with the local authority. They should have details on that, but they may be quite factual details. What you need to do is perhaps some research and fact-finding for yourself. Speak to people in the area once you know that a provision exists. Look at sites such as the good schools guide where they have asked schools to tell them about their provision, and basically do lots and lots of finding out. Don't just rely on what the local authority is saying. They may have a hidden agenda and be trying to push you towards a certain school or certain provision. Under the special education needs code of practice, in theory schools must provide, except when it's basically a prejudicial or inefficient use of resources. So even if a school isn't offering something, there's still no reason not to ask them to provide that basically. They can have a look and should provide for you where possible.
