Most local planning authorities will have duty officers always available, so you can go to their reception and ask to see a duty officer. They will come down and give you what help they can. If they say that it is a matter for you to decide, and you need help to decide, then it's clear that you might need to go out and get an agent to act on your behalf to help you with those difficult areas. The first port of call would be for you to look the planning authority. There are also guidelines on the planning portal website and they have a similar set of questions and answers that may help you to fill in a standard form.
