The way to have a relationship recognized as a civil union is to be in one of the states that recognize a civil union, presently, Vermont, New Jersey and Connecticut. Depending on each jursidiction, it's probably different whether you can go to the county clerk or whether you have to go to the Secretary of State. So you need to check in with the county government or the state government to figure out how you do it. There's paperwork, and in those places, you know you can do a ceremony if you choose, just like you could if you were married.
