How do I know whether my neighbor's noise is breaking the law?
Noise is regulated in most places, probably all places. You have to look, usually, to the city ordinances to find out what sort of regulations they have on noise laws. Often there's a particular decibel level that may be set for for particular kinds of noise. If it's construction noise, there are certain days and hours when construction is allowed and you can call up the city office, probably the Office of Building and Safety, and find out from them the hours when construction is allowed. If you live in a planned community, a condominum association, or some other community that has a declaration of Covenants, Conditions and Restrictions (CC&R's). Take a look at those and look at the rules and regulations and see if they regulate noise or if there is somebody there that you can complain to that may address the problem for you.
