With small business selling, to measure the effectiveness of your salesperson, the basic thing you're interested in is, "Are they bringing in a profit to me or not? Are they doing their job?" If they're not, as with any employee, if they are not pulling their weight, you really can't afford to keep them. You want to keep data on everything. In some cases, and there's all kinds of complex things, sales territories, how much they should make and whether they're making their quota or not. The basic thing you're interested in is whether they're profitable to you and whether they're bringing anything effective into the business. If they're not doing their job, no matter how they're compensated, then you just can't keep your salesperson.
