Cloth diapers come with a plastic overlay. So you'll buy a bunch of cloth diapers and just a couple plastic overlays. Some cloth diapers have velcro, some you use pins. You pin it on the baby, or you velcro it, and then you put the plastic over it so that it doesn't leak. So the plastic is reusable and the cloth you have to wash. That's usually how people use cloth diapers.
