Who pays for the engagement party?

It depends, again, who is planning the engagement as to who pays for it. The person who might pay for it would be the bride's parents, the groom's parents. The couple themselves, if they're a more mature couple or adult couple, they may take on the cost of a party. Sometimes friends of the couple will throw them an engagement party and will split the costs.

Who plans the engagement party?

The person who traditionally plans the engagement party is the parents of the bride. Although modern couples are having their friends plan the party for them as a surprise. I even know couples that planned the engagement party themselves. So you know, people are really creating their own traditions nowadays. It's not as much of a formal thing like it used to be.

Who should not be invited to an engagement party?

You shouldn't invite people who are distant friends, people who might not be invited to the wedding. If it's an evening event you might not want to invite children, but other than that you really can invite your closest friends, family members, and everyone that wants to celebrate your engagement.
