Is the posted speed limit the safest speed for me to drive?
When you see the posted speed limit, that's about the speed you should be driving at, but it's not always the safe speed to be driving at. Most states have a basic speed law, which means you should not drive faster than is reasonable or prudent. So you see a sign that says 35 mile per hour speed limit, and you're driving in heavy rain, thick fog or a hailstorm, would that be the safe speed? Probably not under those conditions. So you could be ticketed at the speed limit or even less if the conditions are not safe enough for the speed you're driving.
How do weather conditions affect the recommended speed limit?
When you are driving a car you know what the speed limit is because signs are posted telling you. But does that speed apply under all conditions? No. If it is raining outside, you should slow down a little bit. If it is raining heavily, you want to slow down a little more. And if you are driving in thick fog you should slow your vehicle to an absolute crawl because in zero visibility conditions, you may not even be able to see the road in front of you let alone vehicles around you.
