The House of Lords is the upper house of the Parliament of the United Kingdom and is also commonly referred to as "the Lords". Together with The Sovereign and The House of Commons they make up the UK parliment.
Lord Andrew Phillips sat in the House of Lords as a Liberal Democrat and spoke on issues concerning civil liberties, leading the Liberal Democrat opposition in the Lords to the government’s identity card and counter-terrorism legislation. He was made a life peer in 1998 as Baron Phillips of Sudbury.
